A stunned character can't stun while falling forward because it's already stunned. That's the wording issue. These cards should say, "before an opposing stunned character falls forward: Target..." or "after an opposing stunned character falls forward: Target..."
No, they are worded correctly. When a character falls forward, if they are ready they spend, if they are spent, they become stunned, and then they move forward.
So, if the cards just said after a stunned character falls forward, they would react to a character that became stunned as an effect of falling forward.
These cards only react to a character that is already in the stunned state before they start to fall forward. IE, they must be stunned before the illegal rank is caused.
Both of the reacts of these cards say, "opposing stunned character falls forward without stunning."
